    The Company:

    Collegium Pharmaceutical, Inc., a specialty pharmaceutical company focused on the development of innovative treatments for chronic pain, is actively seeking an Manager, Commercial Finance to join our rapidly-growing team in Canton, MA. This individual must be ready for the challenges and responsibilities that come from working in a high-energy, fast-paced environment. 

    Role:

    He/she will be responsible for the internal government and commercial finance contract operations and management of contract operations personnel, oversees the processing of commercial rebates, admin fees for managed care and institutional contracted customers as well as oversees chargeback operations, oversees mandated government price calculations and manages the company's obligations under the Medicaid Drug Rebate Program (AMP, BP, URA), the Federal Supply Schedule (FSS) contract with the VA (NonFAMP, FCP), and the PHS 340B program. In addition, this person works closely with the Company’s third party logistics provider and the accounting team to ensure proper revenue recognition and gross-to-net accounting.

    Responsibilities

    Oversees government and commercial finance contract operations, processing of commercial rebates, admin fees for managed care and institutional contracted customers, chargeback operations, and mandated government price calculations.

    • Works with and provides oversight of the Company’s third party logistics provider to ensure data used in financial analyses is complete and accurate.
    • Monitors the order-to-cash process for all Products and Strengths and ensures a clean aging
    • Identifies contracting strategy and operational changes.
    • Provides monthly analysis of contract operations activity.
    • Provides insight to gross-to-net reserve.
    • Oversees the following government-mandated calculations: Medicaid Average Manufacturer's Price (AMP) and Best Price (BP); Medicare ASP; Quarterly Non-Federal Average Manufacturer's Price (NonFAMP) for all covered drugs as well as annual NonFAMP; Annual Federal Ceiling Price (FCP) - the maximum amount that can be charged to the Big 4 federal agencies (DoD, VA, PHS/Indian Health Service & Coast Guard); Quarterly Industrial Funding Fee (IFF), as well as reporting of sales, to the VA.
    • Ensures that all managed care and commercial contract pricing is accurate and all corresponding rebates and chargebacks are paid accordingly.
    • Provides quarterly updates of all current Company prices by NDC to include FSS price, NonFAMP, FCP, Medicaid AMP, Best Price, Medicare ASP, most favorable commercial price.
    • Supervises the tracking of all government and commercial prices and contracts. Ensures that processes are in place to continuously track Company's most favorable prices offered, accepted and/or charged whether such pricing is administered via an off-invoice discount or a rebate.
    • Performs government impact analysis prior to introduction of new commercial programs. Calculates/estimates and reports Company's near-term liability under the various government programs on a periodic basis as appropriate.
    • Maintains the relationships with the wholesaler project managers and buyers.
    • Works closely with Finance and Legal in making sure all Gross to Net calculations are carried out via internal compliance/J-Sox
    • Works with Finance to ensure accurate and complete estimations of company liabilities, with regard to government programs.
    • Insulates the Company from exposure by maintaining a high level of audit readiness.

     

    Qualifications

    Must thrive working in a fast-paced, innovative environment while remaining flexible, proactive, resourceful and efficient.  Excellent interpersonal skills, ability to develop important relationships with key stakeholders, good conflict management and negotiation skills, ability to analyze complex issues to develop relevant and realistic plans and recommendations

    • Bachelor's Degree required.
    • At least 3 years of government contracts and compliance experience and commercial contracting, with demonstrated expertise in managing the FSS contract and Medicaid Drug Rebate Program and negotiating with federal and state government entities.
    • Excellent financial analytical skills a must in addition to advanced capabilities with Excel, Access, or equivalent database management tool.
    • Demonstrated ability to clearly and accurately interpret and communicate (written and oral) procedures and policies.
